MICHAEL’S OFFICE, RESIDENCE, KOHALA MOUNTAIN

“Mr. President. Thank you for taking the time to speak with me.”

“Mr. Ambassador,” the Brazilian President replied. “Thank you for taking my call. I’m so impressed by your fluency in Portuguese. Few foreigners are. I was hoping for an opportunity to speak with you and am thankful for the call from your protocol officer earlier today.”

“Mr. President, I’m sorry we didn’t get back to you sooner. One of the things I have come to love about humanity is its decisiveness. On most worlds, heads of state are very slow to contact us. So, the first week is usually spent entirely in the media. Here, we were contacted by 20 some countries in the first couple hours, 50 by the end of the second day. We’ve been overwhelmed and I’m very sorry it took me three days to get back to you. The Confederation would very much like to become allies of the great people of Brazil. What can I do to make that happen?”

“Michael. Thank you for your graciousness and interest in Brazil. I have read your treaty proposal and Letter of Intent. I believe that we are mostly in compliance with the things you require of us. Is there anything that you know of that we are not in compliance with?”

“No, sir. Compliance will need to be verified by our people for the treaty to be completed, true. But there is nothing that needs to be resolved ahead of time in order for us to accept a letter of intent from you. Is there anything you would like from us before proceeding with the Letter of Intent?”

“I’ve been consulting with the leaders of our legislative bodies on this matter. They are generally in favor of proceeding but have requested a presentation from you in front of a joint session of the National Congress.”

“I would very much enjoy making the case for Confederation membership to the National Congress. In fact, I would love to do that on Monday, if this is possible to arrange on such short notice.”

“I was hoping you might say that. Congress is in session that day and has reserved time for a joint evening session, something like the Americans do for the State of the Union address. In that format, the speaker of our Chamber of Deputies would announce me. I would provide a few words of context, then you, as our guest, would be invited to address the chamber. Would that format be acceptable to you?”

“Absolutely. When your arrangements are final, please have your representative contact my protocol officer. Would you like me to bring our technology demonstration team and equipment?”

“We would love that.”

“Excellent. If you have any specific restrictions or instructions on such equipment in your legislative chambers, please let my people know.”

“Thank you, Mr. Ambassador.”

“Thank you, Mr. President.”
